HRO - Human Resource Outsourcing
Partial or full outsourcing of the traditional functions of an in-house HR department to a third party.

PEO - Professional Employer Organization
A PEO provides human resource outsourcing by hiring a client company's employees and becoming their employer of record.

Employee Leasing
When a PEO leases employees back under contract to the original employer. This practice is also known as co-employment or staff leasing.

ASO - Administrative Services Organization
An ASO provides outsourced human resource and administrative services as they relate to client companies' responsibilities regarding employment and employees.

What is HRO?

Many Hawaii businesses find themselves requiring assistance managing their employment and administrative functions but are not in a position to add the complexity (or overhead) of an in-house HR department. Such scenarios are ideal for Human Resource Outsourcing (HRO). Through HRO, organizations can cost-effectively manage human resources, employee benefits, payroll and workers' compensation without risk of over-extension or distraction from core competencies. By partnering with a third party HRO provider such as HiHR, organizations can off-load much of their responsibilities and risk.

What is a PEO? ...and an ASO?

In Hawaii, Human Resource Outsourcing is most often performed under the auspices of a Professional Employer Organization (PEO). Client companies contract with a PEO to assume responsibility for administration of health benefits, workers' compensation claims, payroll, payroll tax compliance, and unemployment insurance claims. Under this protocol, PEOs not only provide critical expertise in human resources management but they also contractually assume many of the risks associated with having employees. By hiring employees, administering all services under the PEO tax ID and then leasing the employees back to their client companies, Professional Employment Organizations maintain a unique co-employment relationship that affords both the company and its employees many advantages, efficiencies and safe-guards that would otherwise be unavailable.

Administrative Services Organizations (ASOs), while less common in Hawaii, provide the same scope of services, expertise and support as a PEO, but instead of acting as staff- or employee-lessor, ASOs purely act as an HR agent on behalf of the client company - processing all the same paperwork and providing all the same support as a PEO, but under the client's tax ID. This dynamic offers a bit more regulatory flexibility with a more traditional employment arrangement as well as oftentimes proving advantageous for larger enterprises, non-profits, and many organizations needing a only very select set of HRO services.
